Prediction Methodology for use with ARPANSA Environmental EME Reports

The ARPANSA Environmental EME Report is intended to provide an estimate of the maximum electromagnetic energy (EME) level likely to be encountered at ground level in the neighbourhood of a mobile phone base station antenna.

The EME levels are to be calculated at certain distances from the antenna in accordance with an approved ARPANSA methodology and in accordance with good engineering practice as outlined in Australian and international standards where applicable.

ARPANSA has produced a technical report that describes the current ARPANSA methodology (see link below). The assessment described is a prediction of radiofrequency EME levels that are a result of line-of-sight propagation from the antenna, or antennas, to a point 1.5 m above an assumed flat ground.

This methodology is under review to incorporate changes required by:

  • new installation practices, such as increased co-location and use of multiple new technologies
  • the revised (2006) ARPANSA Environmental EME Report format

The review will also take into account the current use of software packages to calculate predicted EME levels. To assist practitioners in completing the reports in a uniform manner across the industry, some interim recommendations have been made for parameters and assumptions to be used when calculating EME levels.

Note: The revised ARPANSA Environmental EME Report presents the maximum EME level within a series of circular rings of various radii rather than spot predictions at certain radii. This will require a change in the way the EME levels are calculated in order to determine these maximum levels. ARPANSA has produced a guide to assist with the preparation of the revised report.
