Agency overview

The Australian Radiation Protection and Nuclear Safety Agency (ARPANSA) is the Australian Government's primary authority on radiation protection and nuclear safety. Our purpose is to protect the Australian people and the environment from the harmful effects of radiation, through understanding risks, best practice regulation, research, policy, services, partnerships and engaging with the community.

Section overview

The Office of the CEO is comprised of three sections; Communications, Governance and Strategic Partnerships, and Risk and Quality. The Risk and Quality section is responsible for developing, maintaining and integrating ARPANSA’s Management System (AMS), risk management framework, work health and safety (including radiation safety) framework, and plays a leading role in the implementation of the Agency’s protective security plan in close cooperation with the Agency Security Group to fulfil the Protective Security Policy Framework (PSPF) compliance requirements. This ensures the agency fulfils its corporate obligations, defines mechanisms for accountability, and supports a culture of high performance and continual improvement within ARPANSA.

The Agency Security Group is a multi-disciplinary team of staff that are drawn from across the agency’s branches and offices to fulfil the PSPF compliance requirements. The Agency Security Group, coordinated by the Agency Security Advisor (ASA), manages the agency’s protective security program, provides strategic advice and support to the ARPANSA Chief Security Officer (CSO) and undertakes compliance monitoring activities as required.

Primary purpose of the position

Reporting to the Director Risk and Quality, the Agency Security Advisor (ASA) is responsible for providing security advice and leadership to ARPANSA’s protective security program. The ASA has a leading role in monitoring the Agency’s security risks and the implementation of the Agency’s protective security plan. The ASA must be able to work collaboratively with the CSO and all members of the Agency Security Group (ASG) who collectively hold the responsibility for the strategic direction and leadership of ARPANSA’s protective security program.  The role will support the CSO and broader ASG to establish and maintain an effective protective security program for ARPANSA across all PSPF elements of governance, information, personnel and physical security. The ASA also supports the implementation of an effective cross-agency business continuity management system in accordance with best practice that will enable ARPANSA to respond appropriately to a wide range of disruptive events including security related events.

Key accountabilities

  • Act as the Agency Security Advisor and lead the day-to-day management of ARPANSA’s security program to ensure security measures applied to protect the agency’s people, information and assets are proportionate with assessed risks, and ensure practices and procedures comply with the PSPF;

  • Knowledge and practical experience in providing expert advice in physical, personnel and cyber security issues;

  • Plan, manage and lead the development and implementation of business continuity plans and arrangements that are fit-for-purpose and meet required standards;

  • Oversee continuous improvements to ARPANSA’s physical, personnel and cyber security infrastructure and systems to ensure they are fit for purpose.

  • Provide training and support to staff in the implementation of processes and procedures to ensure they are aware of their obligations and requirements relating to protective security;

Job specific capabilities

To be considered for the position, you must hold either a minimum qualification of a Diploma in Government (Security) level or have equivalent experience. You will be able to demonstrate a comprehensive knowledge of the Australian Government Protective Security Policy Framework (PSPF) and have extensive experience in security risk and threat assessment and management.

You will have excellent organisational skills with a proven track record of delivering high-level results and extensive experience in supporting organisational and operational change programs in a complex operating environment. You will have experience building strong relationships with peers and a variety of stakeholders and utilising these relationships to effectively drive continuous improvement whilst contributing positively to a team environment. You should possess outstanding personal attributes and a demonstrated ability to contribute to the development of effective, inclusive, consultative and high performing organisational cultures.

You must hold Australian citizenship or possess permanent residency status leading to citizenship and be prepared to travel interstate from time to time as required. This position will require the successful candidate to obtain and maintain a Negative Vetting 2 security clearance.

  3. Ability to apply professional judgement and innovative approaches to problem solving and decision making on complex matters.
  4. High level interpersonal and communication skills that demonstrate a capacity to work collaboratively and build and sustain positive relationships with a range of key internal and external stakeholders.
  5. Demonstrated experience in successfully embedding an organisational culture where protective security and risk management is understood, embraced and valued by the broader agency.
